A starting point for the development of a national loan program for small businesses


     "I believe that any program aimed at economic recovery should pay due attention to the small business sector as 'A Plan' does, for several reasons, including (1) the role small business plays as an 'incubator' of technological and other innovations, and (2) the vulnerability of small business to economic downturns. A favorable feature of 'A Plan' is that it utilizes both loans, specifically for small businesses, and tax measures applicable to businesses regardless of size.

     The favorable treatment of environmentally-favorable projects and more liberal depreciation allowances should increase investment in both the short run and the long run."
